Before his tenure in Congress, he served as the mayor of Bloomington, Indiana, from 1972 to 1982. McCloskey was known for his tenacious work ethic and his deep commitment to his constituents. He gained national attention for the highly contested 1984 election, which he ultimately won by only four votes after a recount by the U.S. House of Representatives, an event dubbed the 'Bloody Eighth.'
