The Greater Manchester Combined Authority (GMCA) is a statutory body representing the ten local authorities of Greater Manchester: Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Stockport, Tameside, Trafford, and Wigan, along with a directly-elected Mayor. Established to strategically lead areas such as economy, transport, housing, skills, environment, public safety (including police and fire services), the GMCA works to make Greater Manchester a thriving global city-region. It focuses on delivering on the Greater Manchester Strategy, aiming for a greener, fairer, and more prosperous future for all its residents.
Serves as the primary administrative and strategic hub for the GMCA, facilitating policy development, decision-making, and coordination of services across Greater Manchester's ten districts.
Housed within the historic Tootal Buildings, which are Grade II listed, showcasing Manchester's rich architectural heritage. The buildings have been modernized internally for office use.
A collaborative public sector environment focused on strategic regional development, public service excellence, and partnership working with local authorities, businesses, and community stakeholders to achieve shared goals for Greater Manchester.
The headquarters acts as the nerve centre for devolved powers in Greater Manchester, driving key initiatives in transport, economic development, public safety, and housing, and representing the collective interests of the region.
While primarily focused on the Greater Manchester city-region, the GMCA engages internationally to promote the region, attract inward investment, share best practices in urban development and governance, and participate in global networks addressing issues like climate change and economic resilience. It does not operate its own international offices but works through partnerships and strategic visits to enhance Greater Manchester's global standing.
